The City of Lebanon, Oregon requests proposals from Construction Manager/General Contractor (CM/GC) firms to provide CM/GC services for pre- construction and construction of the Westside Sewer Interceptor Project. The project will construct approximately 20,000 lineal feet of 24” and 36” gravity sewer main, storm drainage improvements, waterline improvements, road re-construction, and roadway re-surfacing. 

The City of Lebanon intends to enter into a CM/GC contract with a CM/GC firm for the project with preconstruction services and provisions for adding construction services through acceptance of a guaranteed maximum price by contract amendment. CM/GC preconstruction services shall include assistance to the City to identify potential scope changes, Value Engineering ideas, development of Final Project Design and Specifications, and real time pricing for the project in order to determine final scope of the project to be within the City's funding goal of $16 million to $18 million. 

Sealed proposals in response to this solicitation must be submitted to Ron Whitlatch, Engineering Services Director, at Lebanon City Hall located at 925 Main Street, Lebanon, Oregon 97355, by 3:00 PM local time on March 2, 2021. The outside of the packages containing the proposal shall identify the project, “CMGC Proposal for "Westside Sewer Interceptor, Sanitary Sewer Transmission Main, Project No. 18707”, and the name and address of proposer. Proposals submitted after the above-specified date and time or with incomplete or incorrect information will be considered non-responsive.

This project is funded in part with a financial award from the Clean Water State Revolving Loan Fund Program (CWSRF) and must be carried out in compliance with Federal Davis Bacon, Related Acts, and the Oregon Bureau of Labor and Industries (BOLI) requirements. Good Faith Effort - contractors and subcontractors that perform work on the project must take steps to solicit and to contract with Disadvantaged Business Enterprises.

All proposals shall be submitted in the prescribed form and in the manner as indicated in the solicitation documents. The City of Lebanon reserves the right to award the contract to the CM/GC firm deemed to be the most qualified, to seek clarifications of any or all proposals, to postpone the acceptance of the proposal, or to reject any and all proposals received.
