Processing Error Results in Additional Utility Bills

When the City of Lebanon processed utility bills for water, sewer and storm water customers dated August 29, 2022, a processing error resulted in the City mailing billing notices for closed accounts with an outstanding balance. While the bills are correct, it did result in several properties receiving multiple utility bills. The City regrets the confusion this has caused and appreciates the patience of the community as the Finance office works to improve its functions and provide better service to its customers.

Per the City of Lebanon Municipal Code §13.04.140, “bills for water and wastewater service shall be mailed to the customer’s address unless the customer directs otherwise in writing. The property owner is ultimately responsible, however, for all bills, charges, fees, deposits or damage to the city property in connection with water or wastewater service furnished to the property.” As such, “any unpaid rates, fees, charges or damages accrued will constitute a lien upon the real property for which the service was provided” in congruence with Lebanon Municipal Code §13.04.090. Prior balances are traditionally handled by title companies at the close of sale for a property but can be missed. Property owners with rentals may also have received a bill for past tenants with an outstanding balance.

If you received multiple billings and you do not own the property, please forward the billings back to the City.  If you are a property owner that received multiple bills for your residence or place of business, please contact the City as there may be a lien on your property for unpaid utility services provided to your property.
